I’m looking for software that allows me to make my own beats; I can make my own techno background, and all in all high quality songs. How much would it cost or can I download it for free?
Take a look at SonicProducer. It’s a really professional software and really cheap (29$). Check this site for more info.
What’s the best music making software?

Have you tried out the free FL Studio demo? http://flstudio.image-line.com/documents/download.html
The demo is free of course, but limitation is you can’t re-open your projects until you buy a license from Image-Line.
Check out youtube for tutorials on how to get started. Check out this cool techno music made with FL Studio:
If you end up wanting to buy FL Studio, here’s an instant 10% discount you can use on your entire FIRST (and only first) order directly from Image-Line: https://support.image-line.com/jshop/shop.php?offer=Default&promo=BFHEHAH486
Here’s a comparison of the edition features, make sure the edition you buy has everything you want: http://flstudio.image-line.com/documents/features.html
You can also try other programs out like Reason. However, it’s a bit closed system. With FL you can use all sorts of 3rd party instruments, record audio, ect..
good luck

Yeah Sonic producer is pretty good for the price. FL Studio offers expandability but if you just want to get started with something now I’d go with Sonic Pro or Beat Thang Virtual. The Beat Thang is marketed for hip-hop beats but hip-hop nowadays uses futuristic techno sounds and its loaded with techno synths.

Well, Magix Music Maker. It lets you easily make beats and background music from loops, including drum, guitar, bass, piano, and more.
Demo Video: http://magidigi.blogspot.com/2009/12/best-music-maker-windows.html
It costs you only $37 on Amazon.com: http://www.amazon.com/gp/product/B002741XM6?ie=UTF8&tag=phdvtoanti-20&linkCode=as2&camp=1789&creative=390957&creativeASIN=B002741XM6
